Frankly, I doubt this. It would be incredibly risky for Do to promise a $3b reserve to protect UST and then not spend it on UST holders/defending the peg. That's major scale investment fraud.

I like your proposal are starting from the smaller to the bigger wallets which will make most whole and the massive whales take a little more loss which is nothing to them but life savings to us

UST should be priority. It was sold as a stablecoin 1:1 peg to USD, whilst Luna not and people should understand the risks of Luna just like any other token. Clear plan is needed with defined timescales. And… keep it simple.
