Did the people give they approval cuz it is their tax money in trust after all? I'm a Canadian and I think in a time of crisis we should assist non-citizens to return to their homes if they can't support themselves.

Tuition for foreign students is near double than domestic. They can afford a plane ticket home if they can afford paying tuition here
