This is unacceptable. And your application might be rejected: any serious institution should (would!) refuse paid rec. letter. -
If prof. is UCLA, you should definitely report it (after you got accepted to be on the safe side). 20$ might not be enough to reach the threshold for qui pro quo, but at least they won't be able to say they did not know if something bigger happen with this faculty.
