I'm going off of the hearing Safai called. During that hearing, we heard that people steal big amounts of stuff from Walgreens, and that stuff eventually ends up on Amazon.

Here in San Francisco, the stuff stolen from Walgreens, CVS and Safeway is most often sold for pennies on the dollar at open air markets on Mission Street, which the City allows to operate.
