When I lived in the Midwest it was common for "bums" to be given one-way bus tickets to California or other sunbelt states. Cheaper than providing mental health or addiction care or other social services.

Switzerland is doing that right now to their homeless citizens. Giving the one-way vouchers to another European country. And penalizing them if they come back. How fucked up is that?
