Not just small businesses, but big business like CVS that serves poorer neighborhoods. The high end shops aren’t harmed by these policies as much because their merch IS a crime to steal. The leftists are giving new meaning to “convenience” stores.

Setting minimums for prosecution is a great Affliction, as it protects the rich but makes the working and middle class vulnerable.

The eventuality is pharmacies, convenience & discount stores will close taking their products and jobs with them making living even more desperate. The “compassionate” leftists don’t really care about the people living in these communities. They love bumper sticker slogans.
