Yeah so G&W can cover neutral getup and hit the ledge hang while still covering roll and being out of Bowser's behemoth getup attack

As long as the G&W either starts Chef early enough so you can use your ledge invinc to wait until Chef 5 or if he doesn't restart the cycle early, yeah But it's plausible since it's easier for G&W players to just mash B, myself included. Jumping is def Bowser's best option
