should Hazards OFF be tournament legal? Meaning should we use hazards off in tournament

If yes, should there be a choice on what stages are allowed? For example, in smash 4, palutenas temple, gaur plain, wily castle, and midgar are the only OMEGAS allowed, should specific stages be chosen for hazards OFF mode?

should the 3DS stages be included for the stage list? The stage list being Starter: BF, FD, yoshis island (brawl), CP: Prism Tower, Dreamland 64, Arena Ferox the stages i’m focused on here are Prism Tower and Arena Ferox. Should they be included in the Tournament stage list?
