Looking at Asian history, there seems to be a sweet spot between chaotic politics (e.g. Song Dynasty ailing from barbarian attacks, but holding on to the southern regions of China) & relative prosperity. Maybe: Books, bread & fear = innovation.

Could it be more of a funnel than an improver - ie, after year X, all the non-innovative or ignored innovative people were dead. So innovation didn’t have an outsized power but it was the only thing on the field.
