The Treasury's new Russia sanctions are a delayed step in the right direction. However, to deter Putin's aggression in Europe and America, sanctions must target him and more of his top allies personally. Meanwhile, our president must lead an effort to strengthen our defenses.

It is the absolute minimum, like they asked Putin where it hurts least. Sanction those who are already indicted and who would never come the US anyway? That's the bulk of what they are doing.
