Effectively the only recourse citizens have when a President refuses to enforce laws properly enacted by Congress is to vote the President out of office at the next presidential election. The other protection is to have Congress begin impeachment proceedings but unlikely with GOP

What is in the language of the law? House passed 419-3, Senate passed 98-2. The Constitution provides a mechanism to express a varying opinion by the President. He could have vetoed it. However, knowing that his veto would be overridden, he signed it into law. Deadline Day!

Trump is either 1) completely sold out to Putin because he wants an undemocratic alignment with Putin and/or other strong-men... 2) seriously compromised... or, 3) Both... in any case, he is doing incredible and possibly irreversible damage to the US justice and Intelligence...
