Trump continues to play to his base above all because a) it protects him from impeachment in the House and b) allows him to continue his narrative that the Russia investigation is nothing more than a political “witch hunt,” which helps protect him from removal by the Senate.

The President is attempting to break down the rule of law as a widely accepted American norm, even going a step further to normalize the dangerous counter-norm that the president and the Executive Branch are above the law.
