A shutdown would be most disastrous for already unpopular Trump as he issued the threat and there is bipartisan opposition to the wall.
At ~35% approval, the President's hand is already weak, but a shutdown would make it even weaker. It's not going to happen.

And, although border security should be strengthened, the coast-to-coast wall is a fantasy. It's not going to happen either.

Ultimately, the President will again play victim, blaming other GOP leaders and Mexico for his failure to keep his ill-advised wall promise.
