Some sort of guaranteed basic income will probably have to be considered. Finland has an experiment under way, I believe.

We need training programs, esp for full-time employees whose jobs become obsolete (coal), to assist them with livable wages and skills

Basic income would be like the Alaska dividend but larger and monthly. I don't see anyone turning down their monthly technological dividend.

Good point too. That may also be what creates an alternate job economy. Still remains issue of who pays for all of this.
