He and other authoritarians know that when we fear, we care less about our ideals, our rights, our decency, and our checks on their power.
Most critically, we care less and believe falsehoods about each other when we fear.

With our moral & intellectual defenses lowered, authoritarians have greater opportunity to take actions otherwise considered unacceptable.
