It’s a mistake to think of Trump’s behavior as a tactical plan. He is reacting, and he has learned there are no ramifications (yet) for ignoring norms, so he’ll keep doing it until he is slapped down. It’s that simple.

And the republicans in congress could care less. You would think they would cut him loose. They may have election losses in 2020, but wouldn't that be better than to become Trumpian in order to maintain their elected seat. These Trumpian voters won't be around once he gone.
