He has to be impeached. If nothing else he loses the ability to pardon or be pardoned.
Let’s be clear. If the House impeaches the president along partisan lines, it won’t be because anyone preferred it that way. It’ll be because House Republicans refused to acknowledge facts and fulfill their constitutional duties and House Democrats refused not to.
