The only way that happens is with term limits.

We don't need term limits. The cure is to get money out of Politics. Don't let Corps donate to campaigns, individuals only with limits on contributions. Reps should not be allowed to vote on legislation that will benefit their investments. They need to recuse or divest.

That's actually basically our old politics before Newt Gingrich intrigued his way into the Speaker's chair and began blowing up all of the norms, boundaries and unwritten rules that made our democracy work in pursuit of rawly partisan advantage. Did you notice it at the time?

You are right, of course, but even George Washington warned in his farewell address, that parties were dangerous and could attempt to obstruct execution of our laws and they may even prevent branches of government from enacting constitutionally-provided powers. He was right, too.
