Except the Southern Strategy did happen, according to the GOP leaders who orchestrated it. For decades, establishment Republicans tried to mitigate or ignore its corrupting influence. Her point about the switch is true. I don't think it's a question SOME Republicans played that racial strategy, but it certainly wasn't effective. The south didn't turn Republican until late 80's (maybe early 90's).

Nixon swept the South in 1972 with the strategy, as did Reagan in 1980 and 1984.
