Bannon was the senior official ordered to reach out to Stone. The question now is who was senior enough to order Bannon to do that?

Conway became the oficial campaign manager after Manafort departed. Yes, Kushner could have ordered Bannon to contact Stonemid summer but Bannon & Kusher didn't get along. If so, it would directly implicate Kushner, the next to fall. No real ongong campaign hierarchy. Messy
Stone bragged about wikileaks destroying Clinton. Russia was involved. Hit 10/7/16 shortly after Access Hollywood stuff. An associate of a high-ranking Trump Campaign official told him, "Well done." So logically, at that time, it could it have been Conway. Hmmm
And who would Bannon listen to? 
One individual comes to mind. 
Deripaska was Trump's backdoor to Russia. Manafort owed Deripaska over $18 mil and must have made an arrangement that gave Deripaska a lot of info about Trump & others to pay down his debt. Oligarch's Deripaska = Putin. Wow, just lifted Deripaska sanctions.
Deripaska saw which way the wind was blowing when Putin’s clan of ex-KGB agents took over Russia in 1999. He offered complete loyalty to the new President. So his involvement with Manafort and Trump leads straight to his loyalty to Putin, who wanted Trump elected.
Who else was higher than him in the campaign? Not many people left...
