Trump’s wall shutdown is a case study for populist governance. Leader makes ridiculous campaign promise to exploit voter anxiety, comes to power, faces mounting corruption probes, then tries desperately to implement the promise to keep base, causing broad government dysfunction.

He made a campaign promise without doing the research (consulting Army Corps of Engineers, topography, Hells Bells... even a simple map of the Rio Grande.) He wrote a check that even the best civil engineers can’t cash for him w/o HURTING AMERICAN RANCHERS in a huge Red State.
