The President is not just a private citizen shooting off his mouth. When he tells US military and citizens as well as our allies that Russia is not attacking us when Russia most certainly is, he is more than lying. He is aiding and abetting our enemy on an unimaginable scale.
When the president tells the country that Moscow's attacks have stopped or that someone else is responsible for them, it is disinformation. Yes, if he is doing this specifically to allow them to interfere with the midterms then there is probably a very long list of charges that could be brought. I definitely wouldn't put it past him since he knows if a blue wave is allowed to happen he can kiss the oval goodbye.
