The state will take over as many districts as possible. In my state they actively worked to make schools fail so that they could take them over.

I went to Le Conte Jr. High and Hollywood High Schools from 1977-1982 and class sizes were regullarly 40+ students that far back. The LAUSD has always been more interested in passing students along whether they're fully prepared for the next step in their education or not.
