    Under former gov. Zhou Xiaochuan, China's "Mr. Renminbi," who worked closely w Vice Premier Liu He, the PBOC over the yrs has carved out a modest amount of operational autonomy. Now, that has conflicted with a "more intrusive" government, said "The PBOC is losing."
