Yes, SF (and America as a whole) has insufficient programs to help drug addicts and the unhoused, but locking them up for petty offenses isn't an acceptable alternative

Nobody is saying lock them up in prison. But dropping charges and letting them back on the streets is a death sentence for a lot of people who need help
