Without a doubt it's drug addiction. We need to think outside the box. Maybe just provide free drugs with certain conditions. Maybe modified drugs. Gene therapy?

Everyone needs to see where these items are resold a few blocks away, the people collapsed around them, the general quality of street life in SF. This all gets billed as more "humane" than justice system intervention. There is absolutely nothing humane about it.
What causes drug addiction? Corporate Greed? And what's the opposite of "acceptance of criminal behavior"? Making corporations responsible for the harm they do?
