In economics, a concept is called "moral hazard" i.e. perverse incentives can induce bad behaviors. Incentives can only go certain way. More private businesses/orgs. should also make it compulsory within their rights.

Starting Dec 14, by Jan 20, last day of Trump and first of Biden, vaccinations ramped up to 1,561,991 a day, 7-day average 1,014,858. Apr 1, vaccinations hit 4,251,222 a day, 7-day average 3,063,963. Apr 28, vaccinations had fallen to 2,638,830 a day, 2,306,196 7-day average.

Here's an incentive - get vaccinated or get fired. When companies go back to working in offices, people who aren't vaccinated shouldn't be allowed in. Ditto for schools.
