Uruguay, Iceland, Costa Rica, New Zealand, what have in common? Small population in a small territory. I think is obvious that the interactions in a small population are more controllable.

Uruguay is also relatively prosperous and organized. They try out public policy reform (eg drug decriminalization) and people look to be responsive.
