This is something I've come back to repeatedly in interviews this week, Eric. We need *volition* to take a threat seriously. Malice draws disproportionate response; random chance is ignored. To be fair deterrence plays a role. But it doesn't explain the massive asymmetry.

Weirdly a successful political effort to invent a false origin story (as a means of blaming another country) would have resulted in greater mobilization of resources than we’re seeing. We have tremendous capacity to accept natural disasters and leave our stewards off the hook.

They're largely security theater anyway. Not only does the TSA routinely fail penetration tests, but they are unable to point to any plot this has actually thwarted.

Trump is a good one word answer. It speaks to agency, and implies a certain motive. But I think you need to explicate the motive part more to get a real answer. Why Trump? What is the end game? It is a fearful question that demands, but does not often get, a dreadful answer.
