My former father-in-law, conservative Republican, converted his house to solar, not because he acknowledges climate change, but to save money. But, if he's happy saving money AND the planet gets saved, I'm good with it.

Why not use the Texas model of PUC regulated ERCOT. Private projects selling into regulated transmission. Last I looked Texas was producing 25% of all US wind. Seems like the 2020 pipeline for utility scale solar tops the US. 2019 non-carbon grid power was easily > 30% & growing.
