I would imagine because its their job to follow orders. And people who just follow orders have been known to commit the most barbaric actions in human history

Totally agree. But generally it happens through some kind of escalation, usually the military. These guys have almost no experience with regular people. There's no reason to suppose they would be on the side of the vote suppressors is there? I don't know the answer
