I have no idea if the answer is more or less parties but I do know we will never have the education system we deserve if somehow education is on a partisan line.
Education is just a means to an end. Less federal spending on ed means local and state has to cover it. Since more minorities live in impoverished areas there is less property tax so less for ed. So doing this keeps the cycle going for those who want it to continue

All of which just means that we need a more equitable way of funding education where the money goes to where the need is, not to where the money is.
