But how is that free? I get commercial part (I think) but why would you need a license?
If you collect and ship water out of an area in mass you can mess up the local water cycle. If everyone does it in this area and the ground water doesn't recharge we will be in serious trouble because no one will have ground water. Not to mention stagnant water attracts pests

Shipping water doesn't seem cost effective. I can see how it could potentially it could affect water cycle but I cant imagine individuals collect that much. Last part sounds like a containment rather than collection issue. Hmm. Well I'm leaving with new perspective today.
