He's just been saying that that photo represents the USA's response to Covid-19 and that explains the 4 million cases. I don't see assumptions made for NZ in there.

And have tested barely over 10% of the population. While other countries successfully have tested every citizen..often. But, they don’t have a leader that says, inject bleach and if you test more you get more cases..so test less and here we are. Not allowed any other countries.
