They could just write new guidelines for cops. Like stand well back from protests don’t menace them. Don’t send every cop just because it’s a protest. Most people just want to march and address their grievances. If not bothered you probably won’t get a rock through a window.

If you do get some broken windows can’t they just do police work and find someone to pay for the windows? This militant cop crap is crazy. Pepper spray and rubber bullets just makes people angry. It would have been cheaper on the town to just let people march.
