Since when was it not each governors responsibility to be the frontline for their constituents? They should make sure they have what their state needs, plans should have been in place before this.

Since always. Every place that is having a major problem had zero issues bashing the POTUS prior. All said they are better than Trump, yet are now failing miserably.

States are responsible for these things anyway. Look how each state has different rules in place, all have their own way of dealing with this. It's not the feds job to make sure they're ready, just to inform them of what they should know.
