We certainly are in patches, possibly large ones, but it's possible there are areas where we aren't. But even in those areas, without concerted effort to not just mitigate but suppress, we're broadly screwed.

The early detection target was completely missed. You need to overmatch that with a more forceful response. If we continue to lag in response, the nightmare scenario becomes increasingly probable.
