The CDC failed to deliver, not Trump. The CDC’s f’d up efforts were being led by Dr. Nancy Messonier, Rod Rosenstein’s sister. Think about that. Thankfully Trump got Quest and LabCorp involved and now we have an accurate test.
The World Health Organization passed out tests in Feb Trump refused them. Trump cut CDC funding and 2 years ago fired the people in charge of situations like this and never filled the positions. Trump downplayed this since day one, compared it to the flu and gives mixed messages

He refused them because the rates of false negatives was too high. The CDC tried to develop a new test and screwed up the assay. For 80% of people, COVID19 is no more serious than the flu. The flu also kills. H1N1 killed thousands and Obama had full staff, did little to nothing.
