As far as I know The Sustainable Groundwater Management Act is the only thing I have heard of for this problem. If you have a link I would appreciate it.

This seems like progress but the last 8 of 10 years were drought years and in there was a period of the worst drought in 1k years. Droughts like that are expected to worsen and last longer. We need more than just surface water allocation.
