I'm biased in this so I need your help. If someone said, "If elected I will be too busy writing legislation to hold townhalls". How do you interpret that?

It furthers the divide that already exists. One of the biggest problems Republicans have is showing any interest in reaching out to those who didn't vote for them. (R)s seem hell-bent on alienating us. They would rather insult and demean those of us with differing opinions.

It still alienates the other side. I see no reason that all constituents aren't considered. And hiding from constituents seems to be closing one's mind to what matters most to your district. That democrat should be primaried. No longer working for the people that elected him/her.
