Over-winter loss of 40% isn't unusual. Would our German strain bees be beneficial to you? They seem to be quite resistant to mites and other issues. One thing we may have done different here is banning lawn pesticides. Dandelions are a critical early spring food source.

Mites are a big problem and the pesticides used next to areas that bring in bees for the almond pollination. But bigger picture all insects are on a downward spiral and are expected to be extinct under 100 years.

In July you can walk just about anywhere in the Niagara Region of Ontario and find a feral hive of honeybees. I imagine export would be a challenge, but Canada love Cali so no doubt we would try to help.
