I'm biased in this so I need your help. If someone said, "If elected I will be too busy writing legislation to hold townhalls". How do you interpret that?

I would interpret it as the people are not important to you and I would not vote for someone who says this. How else do you hear what the people want?
That's what I thought too. During this time of increasing politicians hiding from townhalls it just blew my mind.
