He will rationalize all his decisions with what sounds good to say at that moment. he's a politically ambitious opportunist, not a guy you expect good governance from at all. If he was he'd of stuck to the races he announced and ran for.
I cannot speak for anyone else but when I start something I finish it even if there is a foregone conclusion.

I think anyone that wants to run should and everyone should be primaried every time out. haha.

It is a pain to get on the ballot without money. Those 40 signatures are a pain when it's just you and someone else getting them not to mention the money, required documents and financial records. It is designed to keep the average person off the ballot imo.
