Sadly that may play a part in it.
According to the department of housing and urban development in 2012 it would cost about 20 billion to effectively end homelessness. Even if that number doubled to 40 today Jeff Bezos could do it and still have 72 billion left. Why can't the government end what 1 man could?

Homelessness is a lucrative business for governments. They pay themselves more than double to keep a family in government run shelters as they provide in assistance for those trying to stay housed outside the shelter.

Because the government is more interested in spending money on its already bloated military which they then use to kill other people rather than use the money to help its own people. I mean that’s dirty, disgusting socialism and we wouldn’t want that
