The point is, there is a reason that they don’t allow it or make it crazy expensive and I believe you mentioned it, the prefrontal cortex, the seat of Executive Function in the brain, where critical thinking/decision making take place.
Statistics show those under 25 crash more which would drive the company's insurance rates up and lowering revenue or force them to increase prices to cover it making them less competitive and losing money to competition.
