Prioritization of states with higher poverty rates and then the same with school districts. I can't say a % without having all the numbers but ball park at least 20 or more. Everything is easier when every1 pulls their weight so across the board % cut except from welfare programs

Accountability. The size and money that goes into it, it should be the best in the world but it sucks. The majority of my care is there. From personal experience the choice program is inefficient and a joke. A network that takes VA money and leave it to vet to pick a local doc.
