      I suspect that a significant number of local law enforcement, nationwide, are bussing Cali quite a few. This isn't conspiracy theory, its been going on for about a century. Even intra-state. Fresno got caught bussing " undesirables" to Bay Area a couple times, decades ago

      I've heard the opposite that the bay area would bus them to Fresno in more recent times. I've never been able to verify it though.
