If anyone recalls, President Obama called out the Supreme Court for their ruling on Citizens United and warned about this. The republicans jumped all over him. He was right.
The pay is to prevent corruption, but that doesn't work most of the time. The citizens United ruling which allows super pacs and unlimited corporate spending to help candidates doesn't help either. Most people are comfortable enough not to care so it's business as usual sadly.
