Phil, what's your solution to all the poverty in Tulare? Why even mention
@DevinNunes at all? Tell us more about your ideas.
I think an upgrade in irrigation for local farmers provided by either grants or interest free loans would help. And for those not in ag I would do an outreach for training and education as well communicating with local leaders on how to best help the district in that regard.
