That wasn't actually the point. I was replying to someone who said there's already a candidate running against Nunes, why would someone "split the vote" by also running against him.

Unfortunately our system is designed for us to pick one of two it sucks. Sometimes we get a bad choice or a worse choice. But for lower level elections we have more of an option, sometimes.
